"This player has been picked up before!" message for upgraded magneto stick now only shows once in chat rather than in the centre of the screen

Hopefully fixed paper/snail plane upgrade not working

- Nerfed rotation gun upgrade to rotate for half the time and deal half damage
- Fixed some guns not having the PaP shoot sound applied for the upgrading player
