Removed Possum role fix for the upgraded handcuffs as it has been fixed in the Possum role itself

Fixed hitmarkers not appearing when shooting someone with an upgraded immortality potion or fortnite tool

- Fixed many instances where effects of upgraded potions would not reset properly
- Upgrade effects for the rocket potion and speed potion have been swapped to better match the upgrade with how they regularly work
- Fixed pap_potion_shield_max convar not working properly
- Updated enabled flag on potion upgrades to match Mal's recent code update to the potions

Fixed upgraded handcuffs interrupting a disguised Possum's disguiser while active

Removed unnecessary health reset for minifier upgrade

Hopefully final fix to the minifier upgrade

Added compatibility with Custom Role's new role pack system

Fixed banned role list not working

- Cleaned up the banned roles code as it was getting a bit long
- Added the Hive Mind to the banned roles list
- Fixed lua error with the upgraded lift grenade

- Fixed lua error with upgraded uno reverse
- Added compatibility with upcoming Custom Roles change to passive items (Thanks Mal!)
