Added support for Descriptive CTH for recoil display

fixed aim cost of recoil being half of what it should be. If you feel that is too much use the mod options to decrease it

Persistant Recoil effect on aim has been reworked
It will be more relevant
the cost will be displayed in the crosshair UI (might improve the visual at some point)
larger calibers will have more impact
this cost can never be higher than 5 or the cost of exiting and re-entering shooting stance (qol)
weapons that need to be manually cycled will have less aim cost penalty
Added a mod option to control the aim cost effect of recoil

Persistant recoil now affects interrupt attacks
Sligthly increased persistant recoil effect on aim cost
further decreased hipfire penalty when in PB range
