Content, Visuals and Balance changes

*Content:
Added Titans from Titanfall 1 - Atlas, Ogre, Stryder (they are for ~tier-4 player and above).
New "Militia" dye for mechs.
Ugraded variants of parts for Monarch.

*Visuals:
Fully updated texture for Monarch;
Better texture for Scorch's legs;
Minor changes for all textures.

*Balance:
Updated balance for all my mech weapons.
Legs now more faster.

Added the Tone and Ion Titans.

Added immunies to FU effects.

Etc fixes.

Added the Legion Titan
