UCF Update 1.2.0.

Updated version support to Stellaris 3.1*.*.

New:
- Added U.C.F. district support for:
- Planetary Diversity
- Ancient Cache Of Technolgies
- Gigastructural Engineering & More

Fixes:
- Upgrades of U.C.F. Buildings not working on habitats with building “Habitat System Control”.
- Destroy Triggers partly not working.
- U.C.F. Defensive Armies did not disband properly when ethic conditions were not met any more.
- Fixed “command_limit” modifier.
