-added new cache system and fallbacks
-added command to clear cache
-added pitch control (ctts_playpitch) valid variables are 0.10 to 2
-added way to disable cache system and use old web system (ctts_enablecache 0)
-please note that for the moonbase alpha tts it will bypass cache when special characters are encountered.
-added system that autofilters special characters.
