- Fixed whifflag (technically a nerf, more of a fix)

+ Fspecial's 2nd hit has a little more kb to help set up for more attacks
+ Duster can no longer mark players on the same team as him

+ 16 hit strong attacks have a little more kb scaling, 1.2 -> 1.25

- Uair comes out 2 frames slower, F8 -> F10

- Duster can hold his smoke bomb for less time, 5 sec -> 4 sec
