EDIT Latest vanilla Fix: The Khan can still hire mercenaries, but prioritize neutral enclaves (including non-ai player), only after that he can hire hostile mercenaries (but only ai player).
Also improved target finding and backward compat. (new redundant saved target and fleet fag not needed).
