Updated for compatibility with version 3.8.*

Change Log:
● Implemented bug fixes noted by Raimen which include correcting the dialogue options for the Machine Intelligence Ascension Perk
● Updated outdated weapons scripting (swarmer missiles and torpedoes were also noted by Raimen, titanic weapon standardized as well)
● Collapsed all ascension perks into one, now specialized techs utilize different potentials to determine which become available
● Added Toxoid models for megastructures
● Added technologies, trait, and special project/events for Cybernetic empires
