Recoded arc drawing code from scratch. Now it is less laggy, there's no artifacts and it is fast.
Added official Draconic Base Heat support.

Changed Arc to Arx in settings.
Now using Weapon:GetHUDData() to get heat values for ArcCW.
Added experimental support for Draconic weapons heat (darky_arc_draconicheat).
