Changed low karma alert message slightly

- All karma punishments are now configurable, turn individual ones on/off using convars or configure individual settings for a punishment if it has some available
- Added in-game F1 tab for admins to change these settings or toggle punishments on/off
- Added 7 new punishments!
- Punishments are now removed the moment you die or the round ends
- Punishments are now re-applied if you respawn mid-round
- Alert message now supports Custom Role's percentage karma, chat alert for low karma will now display in percent, rather than a number, if that is how karma is displayed
- Added special alert message if all punishments are turned off or none enabled are capable of triggering on you
- It is now possible for other mod-makers to add their own punishments by adding a lua file into lua/karma_punishments/punishments
- Railgun and health punishments now trigger a different punishment if you're a jester, rather than changing your role to innocent
- The railgun and huge punishments now no longer allow you to try to pickup other weapons and delete them, and are no longer droppable
- Reverse controls now also reverses your shoot/reload, and crouch/jump controls
- Punishments that require other mods now automatically select a different one if the server doesn't have the required mod installed

Fixed the backwards punishment always triggering for everyone, added a debug console command, should no longer activate if karma is off

Removed blindness punishment

Removed screen spin and slow down punishments

Added ConVar support

Now checks if the railgun is present, if not doesn't trigger the railgun punishment
