-Changed compat version number to 3.2.* (Herbert)
-Colonial Fiefs has special effect tooltip for new features from GVP.
-Democratic and Oligarchic initial rulers that get voted out should have a leader class to change careers into rather than vanishing (so long as this feature works...)
-Revised election weights in all electoral governments to have more vanilla values (some were downright weird).

-Investigation & Security Services gets +1 Encryption and Codebreaking, crime mult reduction down to -10% from -15%.
-Siege Mentality gets +1 Encryption instead of +5% station hull points
-Siege Mentality gets -20% military platform build cost (doubled from -10%)
