performance fixes, + 3.0 Nemisis preparation

Fixed the L-Drake hostility to the Gray Tempest (the change was indeed introduced with 2.8)

Vanilla minor improvements:
* liquidate_clues (break reward if you had already the final project)
* If the L-Gates open there is a noticeable jerk/lag due the L-Cluster creation. The simple workaround was to put this event directly after each notification event.
