Entry Update for 2.6.*

Substituted the Researchers on Plazas into a new job, Engineers, who boost Construction Speed, Stability and Habilitability slightly. Less easy to come by research now.

Substituted the Syndics on Plazas into Bureaucrats, one of the new jobs introduced in this latest version.
