General Changes
-fixed an issue with up special cooldown not being reset upon death
-fixed a color pallette issue where Goku's mouth would appear to be wildly different colors on specific alternate palettes
-adjusted how the cooldown calculation works on side special.
-visual effects now work on nspecial properly

Uspecial
-will now go into special fall if not canceled with a jump or an airdodge
-final hit damage increased (1 -> 3)
-final hit base knockback increased (4 -> 5)

Fspecial
-cooldown reduced (40 -> 35)

Dspecial
-startup reduced
-down angle moves slightly farther down

Nspecial
-damage reduced (20 -> 10)
-base knockback reduced (10 -> 8)
-can no longer fastfall during the move
-now can be angled upwards while grounded and downwards while airborne
