-updated no health cap and no pickup cap so they only save mod data when something changes, not every frame

-added a few more modded character costumes to no costumes mod default ignore list
-did a bit of refactoring in no costumes part of mod to make it more efficient

-tweaked moms ban list and item ban list to be more efficient
-added default save files for save slots 2 and 3

-fixed bug in save file loading function that would reset 'chain drag' and 'no costumes' settings to default
-fixed bug where 'item ban list' and 'custom starting items' were sometimes getting the wrong modded item count
