soundtrack menu: added random seed setter

soundtrack menu: added check for blue womb in treasure room entry jingle

-added check for if music callback is not installed and will simply disable the soundtrack menu part, instead of letting it try to run, fail and crash the whole pack
-added check for function that moves 'real' hearts to 'extra' in the first few frames of the game to hopefully prevent bug where you can lose a heart when continuing a game

-added function to healthcap to return heart type at a position for use with HUD API
-fixed error with healthcap when checking for custom heart types from community remixed mod if the mod is not installed
