Ecumenopolis handling update.

Changed the way ecumenoleis were handled in the main mod, it required adjustment here.

From now on, AI will prepare a planet before taking the perk once it knows they can afford the perk and have prerequisites (so it will destroy districts and start building city districts beforehand).
