Fixed bug where winning team didnt have 20 seconds respawn rate in desert_octet

Changes to desert_octet:
Score limit increased to 85
Gold throw rate increased by 160%
The 3rd place team now has 5 seconds cooldown (instead of 10)

Please give feedback on these changes, as they are experimental.
