Improved input of initial money

Added possibility not to change the Initial money.

- Fixed: Achievement option was inverted
- Added "Initial Money" option

Removed Pause on Load since Sunset Harbor.

- Changing the number of purchasable areas is disabled by default because of mod compatibility issues.
- Changing the resource depletion rate is disabled (set to 100%) by default because of mod compatibility issues.

Fixed resources depletion rate.

Before the fix, 10% ~ 90% rates acted as 100%.
Reason: the game extracts natural resources by 1 unit, and 1 is not fracturable.

1) Added "Full refund" option.
2) Changed path definition to the option file. Should work on linux now.
3) Added labels to the resources depletion rate sliders.
