Actually fixed Gray Market rewards not being handed out properly. The solution was so simple I kinda felt like an idiot once I realized it.

(There was an if check that was never resolving since it was checking a variable that only got data inside the if check.)

Updated Gray Market functions so they use WotC updates to how gamestates are handled. Hopefully helps with the problem of buying soldiers at the gray market only to get nothing.

Updated to have text for Covert Infiltration's covert actions.

Added more noticeable (and console friendly) button to recruit fresh non-human personnel in barracks submenu.

Fixed missing localization for Recruit Engineer covert action for Spectres.

Edited localization for covert actions.

Added localization for Xenomedicine I and II, and Xenoengineering II.

Fixed logic errors in the UpdateDLC check, this *should* fix any lingering issues with Spectres not being properly contacted.

Faction color should now properly appear in the covert action menu.

Updated to take advantage of highlander changes: should no longer break new campaigns.

Faction should now have its proper cyan colour in covert actions again.

Rebate popups should now only appear when applicable.
