Mastermind

Inspire is needed for obvious reasons.

It's your choice whether you want to use Doctor Bags or First Aid Kits, but I prefer the former.
Enforcer
Close By will allow you to shoot the shotgun while sprinting, and shoot faster from the hip - two advantages that go hand in hand.
Shotgun CQC will allow you to reload your shotgun 50% faster.
Shock and Awe will regenerate your armor faster.

It is important that you do not take Overkill or Shotgun Impact. The shotgun we will be using has very little base damage, and the Dragon's Breath round disables headshots and can't trigger Overkill.
Bullseye won't be needed because Dragon's Breath rounds cannot headshot. You could take it if you're using a DMR as your primary, otherwise can't recommend.
Whether you want to use Die Hard or Transporter is up to you, although I recommend the latter.
Technician
Steady Grip will both help you use your primary weapon as well as reduce recoil of your shotgun.
Steady Grip is optional; if you so wish, you can remove it and replace it with Messiah in the Fugitive tree.
Ghost

Sneaky Ba$tard will increase your dodge by 10%.
Low Blow will give you a 30% critical hit chance. This is important as Dragon's Breath rounds do more fire damage with critical hits. Low Blow will also help you combat specials with your primary weapon.
Duck and Cover will give you 10% extra dodge chance when sprinting, which is useful for a swift getaway.

Do not ace Inner Pockets. Ballistic vests have no part in the build.
Fugitive

Swan Song will give you nine seconds of infinite ammo and invulnerability before getting downed.
Feign Death gives you a 45% chance to be instantly revived upon being downed.
Nine Lives gives you another down.

As mentioned earlier, you can sacrifice Steady Grip to take Messiah.
Armor

The Two-Piece Suit will be your choice of armor. Weak, but has a 10% base dodge chance.
Primary Weapon
Your main choices for the primary weapon are the:

  • Cavity 9mm
  • Plainsrider Bow
  • Light Crossbow
  • Heavy Crossbow
  • Grom


I personally recommend the Cavity 9mm. You can basically use anything you want, as long as it has 20 or more concealment and has enough accuracy to kill a sniper.
Secondary Weapon

The secondary weapon is the Street Sweeper shotgun. No other weapon will suffice.
The Street Sweeper has a very high ammo reserve, as well as a very high rate of fire and relatively high stability.
It has low damage, but this is irrelevant as it is equipped with the Dragon's Breath round, which does set fire damage, regardless of the weapon's own damage.
Equipped with the Dragon's Breath round and with Low Blow taken, the Street Sweeper can kill most enemies in 1-3 shots to the body.

Perk Deck
You can take either Rogue, Grinder, Ex-President or Sicario as your perk deck.

I personally recommend using Sicario.

Grinder (requires Sokol Character Pack) can also be effective with this build, as it is easy to damage multiple enemies at once using Dragon's Breath rounds.
Strategy
Note that this section only applies to One Down difficulty.
Build Pros
  • High dodge chance if you have taken Rogue or Sicario
  • Armor regenerates quickly if you have taken Ex-President or Sicario
  • Dragon's Breath rounds can kill most enemies in 3 shots or less
  • Dragon's Breath rounds can pierce Shields
  • Dragon's Breath rounds can set multiple enemies on fire simultaneously
  • Dragon's Breath rounds can do lots of damage to Medics, Tasers and Cloakers, and can kill them in 6 shots or less
  • Dragon's Breath rounds can stun Tasers and Cloakers
  • Dragon's Breath rounds can help break off Bulldozers' head armor
  • Dragon's Breath rounds can scare off Captain Winters in a matter of seconds

Build Cons
  • One successful hit will break your armor
  • One to three successful hits will deplete your health
  • No health regeneration unless you have taken Grinder or Ex-President
  • Dragon's Breath rounds cannot set enemies on fire at extreme ranges
  • Dragon's Breath rounds aren't effective at killing Bulldozers
  • Snipers are difficult to reach unless you have taken a sniper rifle or DMR

The Street Sweeper has a very high ammo pickup (for shotgun standards) and will pick up 3 to 4 rounds per ammo box. Thus, you can spray into a group of enemies with reckless abandon, and you will be able to recover all of your lost ammunition as soon as they burn to death.

Dragon's Breath rounds are not effective against Bulldozers and Snipers, so should you see them, you should switch to your primary weapon, be it a sniper, DMR, bow or crossbow. Depending on your choice of primary weapon, they can be easy to kill.

If you only shoot only one Dragon's Breath round at a normal enemy, you can set them on fire without killing them, thus making it easy for you to dominate them.

Dragon's Breath will set enemies on fire at most ranges, and as their damage per round is set, the damage falloff of shotguns does not matter as long as you hit them.

I personally like it more. The smoke bomb, along with armor instantly regenerating upon dodging, are what I like most about it. It's good for taking a defensive position, something you'll do a lot on One Down.
