Requirements

Not all of the followings are required, it depends on your preferences. If you have neither Infamy nor DLCs/UE, see my suggestion below in the 3. Neither Infamy nor DLC/UE section



- for Anarchist; Infamy level III or higher to unlock top tier skills faster in Mastermind, Enforcer and Fugitive: the Set of the Corrupted + The Slaughterhouse Set.
- for Rogue: Infamy level IV: same as the Anarchist and The Assassin Set
- some side jobs to get a couple of stat boosts, possibly some card drops and packages for the mods
- possibly two achievements if using the Raven Shotgun
- Sydney Character Pack/UE (Anarchist perk deck)

Pros

I don't claim this build to be a "META" superior to the classic Rogue/bow "META" or so: to my experience, these so called METAs complement one another, Sniper and Crossbow heisters can rely on this build to take care of the bulk of enemies, and this build on them for snipers and as a backup for dozers. To my experience, this build synergizes well in a versatile team including at least one typical Rogue-bowman / sniper / DMR rifle and at least one more heister with converts.
1. "Spray and pray" - Izhma
The following pros and cons list is meant to be compared to the Raven build (see below section 2). It's cumulative to the pros and cons mentioned in the Foreword section, at the beginning

Pros:
- ammo conservation is like baby mode
- high rate of fire turns crowds into cannon fodder

Cons:
- depending on your preferences, possibly 1 convert only compared to the Raven build
- depending on your preferences, slightly less range than the Raven build and no armor piercing ability
1.1 Full loud: Rogue Izhma [updated for DS-OD]
The Rogue variant of this build trades the power boost from Berserker for the dodge survivability. Shockproof aced also comes in handy and the swapping speed between the guns is a blast too. Last but not least, the perk offers a 25% chance to pierce armor.

There are 12 skill points more, so it's up to you to choose what to do with these, go for High Value Target, ace Bullseye, respec the Artful Dodger sub-tree, get another convert and whatnot.
For my part, I ace Bullseye and get 2 converts.

Ammunition: 000 Buckshot. Damage +15
Barrel: Short Barrel (Gage Shotgun Pack/UE). Accuracy -4, Stability -4, Concealment +4
Boost: Concealment +1
Foregrip: Hollow Handle (Gage Shotgun Pack/UE). Concealment +4
Gadget: Compact Laser Module (Gage Mod Courier/UE + 15 Red Spider packages)
Grip: AK Rubber Grip (Gage Mod Courier/UE + 5 Green Mantis packages). Stability +8, Concealment +2

1.1 Full loud: Anarchist Izhma [updated for DS-OD]
The Anarchist variant of this build is very powerful with Berserker but it requires to be extra careful about the armor because health is always very low. The key is to play with armor gating. This build is harder than the Rogue variant in maps with a lot of open areas like the Goat Heist.


There are 6 skill points more, so it's up to you to choose what to do with these. Ace for example Bullseye or Parkour, get a second convert or whatnot...


Try to keep at least 1 round in your mag before reloading: you'll save a lot of time

Ammunition: If you're good at headshots, I suggest the 000 Buckshot. Damage +15
Otherwise Flechette (Gage Shotgun Pack/UE). Damage -3, Accuracy +8, for armor piercing ability and increased range
Barrel: Short Barrel (Gage Shotgun Pack/UE). Accuracy -4, Stability -4, Concealment +4

1.2 Utility variants
1.2.1 Rogue with the saw

For drill skills, just swap the saw skills for drill skills in the Tech tree.




Weapons and mods are the same as the Rogue Izhma, except for the secondary weapon which is replaced by the OVE9000 Saw. The saw's mods are up to your preferences.


1.2.1 Anarchist with drill skills

This build just foregoes Resilience aced (for flashbangs)




1.2.2 Anarchist with the saw

This build foregoes Specialized Killing for Portable Saw and Inner Pockets (to keep the Detection Rate at 23). The Izhma is still badass with Low Blow for crits, but this build relies a bit more on team mates since it is deprived of explosives (HE Rounds)




Try to keep at least 1 round in your mag before reloading: you'll save a lot of time

Same mods as above (Full loud) except the followings:
- no Barrel Ext
- Boost: Concealment +1
- Stock: Skeletal Stock. Stability -4, Concealment +2

For the OVE9000 Saw, just a Concealment boost +1, for the other mods (Lower Receiver, Magazine), it's up to your preferences


1.2.3 Drill skills + saw

For an even more utilitarian build, this build can use the saw version and forego Resilience aced for the drill skills
2. "Sharpshooter" - Raven

The following pros and cons list is meant to compare to the Izhma build (see the section 1 above). It's cumulative to the pros and cons mentioned in the Foreword section, at the beginning

Pros:
- 2 converts
- easily 1 shot MFRs
- ability to pierce armor with Flechette ammunition and increased range
- possible grenade launcher as a secondary

Cons:
- ammo conservation is rough, one headshot kills are paramount, but the build relies more on the 2 converts
- rate of fire isn't as fast as the Izhma
2.1.1 Full loud - Variant #1
This variant is slightly different from the variant #2 below and than the Izhma build: it has slightly more speed, 5% Dodge and more armor regeneration with Bullseye aced while having less armor). It can't be combined however with grenade launchers. The Detection Rate is 4, providing 30% crits. It relies more on headshots, so if you don't want to worry too much about headshots, I suggest using the variant #2 below.

There is a way to keep the 14 round mag by removing the Short Barrel and the Shark Teeth Nozzle and swapping the LED Combo for the Compact Laser Module. However, the damage will fall to 104. There are a few options then:
- swap Flechette for 000 Buckshot
- reduced ability to kill with 1 headshot
- equip the Two-piece Suit

Ammunition: Flechette (Gage Shotgun Pack/UE). Damage -3, Accuracy +8. For increased range. Also pierces armor.

2.2.2 Saw

I think it's easier to get a saw with the Izhma build: the Raven build implies one of the following drawbacks, in my personal order of preference:
- forego Resilience aced for flashbangs to get Inner Pockets and keep the Detection Rate at 23, and have slightly less range / no armor piercing ability by swapping Flechette for 000 Buckshot
- become a bit weaker by equipping the Two-piece Suit instead of the light vest
- forego one convert by swapping Confident aced for Inner Pockets aced to keep the Detection Rate at 23
- simply let the Detection Rate increase from 23 to 29, but crits drop from 30% to 18%


2.2.3 Saw + drill skills

For an even more utilitarian build combining both the saw and drill skills, in my personal order of preference:
- forego completely Resilience (must deal with flashbangs and have weaker armor) and Stable Shot for Portable Saw and Inner Pockets. Also have slightly less range / no armor piercing ability by swapping Flechette for 000 Buckshot
- forego completely Resilience (must deal with flashbangs and have weaker armor) and Stable Shot for Portable Saw and Inner Pockets. Keep the Raven as is but become a bit weaker by equipping the Two-piece Suit instead of the light vest
- equip the OVE9000 Saw as the primary weapon and combine it with the Locomotive Shotgun modded for maximum concealment and 000 Buckshot, besides yet another drawback already discussed (no Resilience aced, Two-piece Suit...) or forego Overkill for Inner Pockets and fit the Locomotive with Dragon's Breath rounds
- simply let the Detection Rate increase from 23 to 29, but crits drop from 30% to 18%
3.1 Neither Infamy nor DLC/UE [updated for DS-OD]
This leaves 5 points left. Depending on your preferences, I suggest Shock And Awe, Parkour, Duck And Cover aced, or Inner Pockets to add a mod on the weapons while keeping the Detection Rate at 23 for critical hits.

4. Melee




Any weapon is fine as long as the Concealment is 30. For my part I use the Buzzer (Golden Grin Casino DLC/UE) since I like its ability to stop charging cloakers and stun enemies when in need to reload or just to get a clear headshot. Without DLC/UE, we can use the Electrical Brass Knuckles which offers the same ability.

I tested it, I did 4408 dmg when headshotting a cloaker (no crit) on One Down, with Underdog, Overkill and Berserker (80%) active. Same goes for your multiplier for Tazer / Medic, Helmet Popping is included in the 3.75 multiplier.

well, unless I'm mistaken, the long guide indicates the "Head HP" to be 480, i.e. 5400/480 = 11.25 what source do you have? In the worst case, we can still rely on the Electrical Brass Knuckles to stop cloakers ;)

The Raven build can't 1 Shot Cloakers, unless you crit. The 11.25 headshot multiplier includes Helmet Popping. You will be doing 4408~ dmg without a crit on Cloaker Headshot.

So I did some science. My headshot % was pretty consistent and I'm pretty sure that it's because I deliberately reduce my shotgun's accuracy. Depending on the build I have 8 to 20 accuracy on my izhma (due to detection requirements). Even without flechettes or surefire I consistently drop tans when aiming center mass.

i have a similar build except i forgo berserker and buckshot for dragons breath. Since each tick can do 600 dmg vs the regular 100 dmg. Plus the duckbill fans that fire rather well to hit multiple enemies next to each other

But as I said to Admiral.lols who commented earlier, I indeed think this could help, and might even be abused if combined with Lust Of Life that gives 10 armor every 1.5". By alternating a shot to the body > head > body etc.
However for my part, it's worth foregoing the Tank sub-tree (except Resilience aced) for a convert, since it's so helpful both for myself and the team. I think the meat shield effect makes definitely for what we can gain from Bullseye :D
