Features
-Changes the priority that some notifications are displayed
-Designed to improve the experienced player's game.

Notification Priority is the chance that the player will be shown a message at the top of the screen and it measured in arbitrary values of LOW, MEDIUM and HIGH. This was implemented by Paradox to reduce message spam and I have tried to edit the chances to improve the playing experience, full change log is below;

-"Low Manpower" changed to LOW from HIGH
-"Low Resources" changed to MED from HIGH
-"Trade Imports Unfulfilled" changed to HIGH from LOW

Construction
-"Free Civilian Factories" changed to HIGH from LOW
-"Free Military Factories" changed to HIGH from LOW
-"Free Naval Dockyards" changed to HIGH from LOW

-"Exiled Units changed" to LOW from HIGH
