The Below guide was made before the full-release will update it soon when I have the time.
Einar
Einar's deck is a quick deck that doesn't cost to much effort.
By default he has: a few nice cards; a nice bolter with overwatch, a small pistol for reloading a meltagun to remove armor and a sprint and jump pack

Given einars cards there are basicly 2 paths you can choose from, which all comes down into the choice of the 6th card.

First lets me discuss the most common setup for either PVE or PVP

Option 1: Overwatch
Using the bolter you are more of an all-purpose squad mate, and prolly want some extra overwatch cards.
1st card: I almost always use sprint, since you already have a meltagun which can take armor away
2nd card: since you will be using a Bolter I would go with the -effort on overwatch card, but using a jump pack also makes einar a bit quicker.
3rd card: this card depends on what you like more, personally i love the damage output for the heavy bolter, but the plasma gun is also nice
4th card: In general the flamers suck so I normally go for the grenade.
5th card: Effort, since the ambuse will probably always proc with your overwatch weapon and then it's waisted :(
6th card: Einar's Crafted (the bolter), well this was idea about this tactic so DUH :P
7th card: +overwatch effort



An other path which is viable for Einar is the stunner squad mate (which is also nice if you play power armor with leader of the pack)
1st card: again as before sprint
2nd card: jump pack, since you don't have many weapons with overwatch
3rd card: combi plasma (burn card for leader of the pack, but also a reloader)
4th card: also in this build the flamers suck so i would go for the grenade
5th card: since you don't have that much overwatch you can take either ambuse or effort, personally i like the ambuse since his task is to stun. so now you can run in, hit your target from 3 sqaures away, trigger you ambuse, equip the Antioc Variant and shoot him.
6th card: Antioc Variant, again this is the basic of the tactic
7th card: Like the 3rd card, the combi plasma



Of course, these tactics can be tweaked. All depends on the player's preference. In short Einar is perfect suited for PVP, in PVE he quiet good.
Kai
Kai, is probably my favorite pick when it comes to Survival.

Kai's starting has one sprint and once Blaze! A combi-melta, a decent flamer and a hand-held flamer for reloading. He lacks an effort card :(

Option 1 Flamer
This tactic is around hitting your own main hero to build up rage. (most likely to a terminator)

1st card: Multimelta
2nd card: effort, in pvp you always want to have little effort.
3rd card: flamer
4th card: hand axe
5th card: ambush
6th card: flamer
7th card: Multimelta

Option 2 Survival mode squad mate.
In my opinion Kai is one of the best if not the best survival mode mate.
He has 2 grenades, and of course flamers. (which are useless in PVP but in Survival own)
He can easily clear the respawn point during the early waves.

1st card: Grenade
2nd card: Jump Pack
3rd card: Shield
4th card: Grenade
5th card: Ambush
6th card: Kai Finest
7th card: Magma Emitter/Kai's Trusted
Ray
Ray's starting deck has and effort and a sprint, one grenade, a melta, a plasma gun and a plasma pistol to reload.
Ray is decent and fast, but since he's so rounded for every situation he's probably one of the weaker squad mates.

Option 1 Stunner
Ray is de decent stunner, not the best but not the weakest

1st card: Assault
2nd card: Lascannon
3rd card: Plasma Gun
4th card: Effort
5th card: Stun
6th card: Sword
7th card: Plasma Pistol

Option 2 Ambush
Again not the best damage out put but also not the worst.

1st card: Missle Launcher
2nd card: Lascannon
3rd card: Plasma Gun
4th card: Effort
5th card: Ambush
6th card: Missle launcher
7th card: Lasercannon

Option 3 Survival
Ray is a decent Survival guy since the number of grenades and decent AoE weapons which add effort points. He's similar to Kai or Herald, but without armor.

1st card: Missle Launcher
2nd card: Grenade
3rd card: Jump pack
4th card: Effort
5th card: Ambush
6th card: Missle launcher
7th card: Lasercannon
Yngvar
Yngvar's starting deck is quite decent, with the potential to do most damage of all squad members.
By default he has: a few nice cards; Sprint, Effort. Also a Melta for removing armor, which isn't as good as a Combi Melta like other squad members have since it's got one shot, but still good enough start.
Yngvar’s main starting weapons are sniper rifles. One 100% accuracy Equip and one Use. This deck is quite viable at the start of the game.
There are two possible paths for Yngvar:

Option 1. High damage
Using the sniper rifles and ambuse you can do allot of damage, tho i only recommend this tactic in the beginning.

1st card: shotgun, unless you play powerarmor with leader of the pack perk then the plasma pistol could be used.
2nd card: sprint, never found use for grenades on squadmates cept when it comes to the epic grenade.
3rd card: Pistol is a nice low effort card which can be used as a movement card. I hardly would use it as an equipcard since your need both hands for you sniper rifles.
4th card: The Sniper Rifle
5th card: Ambush
6th card: The card to pick here is up for debate, I would go for the knife since it's fast and can always be used as an movement card. Altho the shotgun is really nice for PVE.
7th card: Sniper Rifle



Option 2. Stunner
A stunner squad mate with various capabilities for dealing Effort Points to the opponent. With this tactic, he is fast and can stun the opponent and deal a few Effort Points. He’s got a whole three cards for this, one of which is a Level 4 shotgun equip. The shotgun’s now have a nice bonus with +hit rating when within 2 squares of your target, which makes you hit more then before.
This tactic makes Yngvar very useful in PvP Arena, alto tactic 1 isnt bad either.


1st card: shotgun, nice for reloading, or using
2nd card: sprint since you want him to be fast.
3rd card: this card depends on what you like more, I switch sometimes between the pistol with overwatch, so i can use it as a reloader. But I also like the combi-melta to take away armor, since i feel i don't draw enouph of them against terminators :P
4th card: The shotgun ofcourse since this is the heart of your tactic :)
5th card: Stun, since this is the 2nd card of your tactic (This makes Yngvar the best stunner since his stun is +5 and Haralds stun is only +4)
6th card: same a option1, also the shotgun doesn't add +effort, so not really needed in this tactic and you have enouph other cards to reload with. Again the shotgun is nice for PVE since it's the only armor giving card Yngvar has.
7th card: The Combi-Melta ofcourse since it has +2 effort and almost always hit atleast once.
Harald
Harald's starting deck is is lacking sprint and effort, but he has a decent 2 armor shield, a melta, and a storm bolter which can also proc on overwatch.

There are two possible paths for Harald:

Option 1. Melee stunner mate
Using every melee weapon to the dack.

1st card: Sprint
2nd card: Power Fist, wow what a card +2 effort on enemies when already being hit!!! and 2 cards OMG!! also this card can be used to reload your spear.
3rd card: Effort, we want Harald to be as quick as possible
4th card: Both cards are nice, the shield is a nice movement card (4effort), The hammer on the otherhand hits multiple targets, so now adays i go for the hammer, but in the old days i also liked the extra movement card.
5th card: Teleport, since you can't ambush with melee weapons.
6th card: Stun, Ray Yngvar and Harald only get stun, Harald has only a +4 stun, while the others get +5 stun, but still it in combination with a hammer you can stun 3 opponents.
7th card: Power spear, this is a nice weapon for when you cant hit a target directly.

Personly I love this tactic in PVP


Option 2. Ranged.

This tactic is around makeing harald a bit more ranged, and using his Missle Launcher to stun you.
Personally I like to equip the missle launcher when i proc ambush and use it as the same time.
It's a tactic to get used to, but a nice one in both PVE as PVP.

1st card: Both Sprint and the Heavy Flamer are viable choices, if you wish to attack your squad mate because of leader of the pack perk or if you are a terminator the Flamer is probably you choise, otherwise go for sprint.
2nd card: AutoCannon
3rd card: Effort vs Assault cannon is a tough choise, i would still go for the effort since i want Harald to move quickly into the spot I want him.
4th card: Shield or tunderhammer, since i think the tunderhammer is soo good these days I would pick the thunderhammer.
5th card: Ambush
6th card: Cyclone Missle launcher,
7th card: Heavy Flamer

Kai is my favorite squadmate fo survival mode too. He can shoot5 times per turn, 3 of them with AoE damage.
