it happens when your "workshop" folder has a higher priority than the "tf_movies" folder, and if you download almost anything that involves spy, you will get these weird hands.
The reason why this addon might stop working for you in the near future, is because, just like mentioned, you downloaded another item that replaces some VMT and VTF files for spy.
While this is surely a good fix if you need the workshop folder to be in a higher priority, it shouldn't be needed if your tf_movies folder has a higher priority. Hope that helps :)
Open the console and input "mat_reloadmaterial spy" (without the "").
