Start with 6 triangles arrange them in circular shape
First ring, add squares to edge of each triangle. Fill in the remaining gaps with triangles
Second ring add squares to edge of triangles in first ring, fill gaps with triangles.
Repeat until satisfied.

Optionally can add walls to hide the middle pillar, and trinangle walls to hide area below each stair
