Cloaker as Charger (less cut-off version)

A (probably) less cut-off version of this add-on : http://steamproxy.com/sharedfiles/filedetails/?id=645667843
and maybe less funny due to the shortened sentences, but so that you don't have to hear those white noises much often than it should be.

Changes from the original addon :

- Cloakers' lines are shortened and edited to fit the original file length
- Maybe less funny because I can't fit the lengthy lines to fit
- You maybe don't have to "snd_rebuildaudiocache" everytime
