Basis for this is Rail Cart Multipurpose http://steamproxy.com/sharedfiles/filedetails/?id=823644843

Use by creating a station or extending one with some blast doors for railing and then the beginning of a rail. To build further rails use a projector with a blueprint of a 1x1xXXX station and turn on the welders.

Althought it is a symmetrical ship the speed limit of the wheel just seems to work when going in the blue direction. I recommend 1km/h speedlimit and right-click drilling. Tested this for about 10 mins and it worked out quiet nicely.
