Currently the only way is to test it for yourself in the training room for each ship with the crew.
Since given the number of values that can change due to commander abilities, commander level, combonation of commanders, your ship, is your ship painted and the speed you are moving. Not to also take into account the enemy ships detection abilities which also has just as many values.
For this reason a given score is not given.

While you are in smoke you can see out and also see any targets also detected by your team.
However once you move out of your smoke and put your smoke between you and a target that might not be detected by your team; you will lose contact with it since your smoke is now blocking your line of sight.
If you mean that an enemy can either enter your smoke to hide or brake line of sight then yes.

It is either the enemy has a line of sight on the target or not as to the degree detection will be factored/effected.

However depending on the enemies line of sight (spotting ability) a ship(s) behind (not in the smoke) will also benefit from the smoke braking line of sight. But it depends on the angle(s) the enemy may have on any ship(s) behind the smoke if they will be screened by the smoke or not.
Also remember that spotting aircraft will remove any potential disguise and hiding factor.
