Realistically it's only a problem if you're playing like, China or India - but the idea in the early game to prevent the unemployment penalty is to keep MPUs "vaulted" by building a million plantations everywhere (increasing your employed MPUs - thus even if you have thousands of unemployed MPUs you only get a marginal penalty because it's technically a small portion of the labor pool) until you've built enough MPU-hungry factories for them to go back to, reopening the "vault" by demolishing the old plantations
