Look at my Horse, my Horse is Amazing!
To obtain any mount, each Character must first have the Riding Skill. The only exceptions are a couple slower starter mounts. Free players must first purchase the riding skill from the LOTRO Store, currently for 95 Turbine Point (TP), but can do so at any level after completing the
Introduction.

Common Mounts

These mounts may be purchased from Éogar, son of Hadorgar at the Bree-land Horse fields. They are available to characters with the Riding skill. Once you have the riding skill, the cost of horses is 500 Silver.

Éogar, son of Hadorgar is the Horse-master of Hengstacer Farm in Bree-land. He sells a starter steed for 200 Silver and various other steeds requiring the Riding skill, which can be acquired by a quest from him, available at level 20.

Hengstacer Farm

Hengstacer Farm is an area and a settlement within Bree-land in the northern Bree-fields.

This horse stud is famous all over Middle-earth, second only to the Rohirrim, the Horse-lords of Rohan. Until today it is not to exaggerate to say that almost all the Free Peoples has once paid a visit to its horse-master, Éogar, son of Hadorgar; this is where players can buy mounts, and VIPs can obtain the Riding skill at level 20. Hengstacer Farm is safely embedded by the Horsefields and the Eastern Bree-fields, a distance east of the large North-South Road.

so you can get a mount without the riding skill as you said at the start where can I buy these slower mounts!?

that is a lot of running around with no mount.
i'd say that surely a minimal purchase is worth it.
If you want riding skill for every character, the Samwise Gamgee Starter pack is possible, though it is being discontinued. You can still find it for sale if you do a web search for 'lotro market samwise'.
Or, just go VIP for one month. Any character you get to level 20 or higher before that month runs out can do the free quest for riding skill.
I wonder how long it would take to powerlevel and grind for that goat.
I've heard you can powerlevel to 20 in about a couple of hours, so the free horse whistle would do, if you have vip that is, so you can do the riding quest.
If I didn't have the samwise pack horse for all characters, I would say make as many characters you desire to have, then go vip for one month and have them all do the riding quest.

If you can reach Moria levels without buying the Riding Skill you might not even need it, once you max out Moria rep you can buy a normal speed goat that requires no riding skill to be used.
