UA - Friendship is Equal
If Starlight gets 7 cities in any way, she can choose Ideology. Basically every City gain +2 Production, but the number of Trade routes halved, Units can't reach to level up, and Civ gains +5% of Citizen Unhappiness per city.
(Unit Exp is just modified 'LevelExperienceModifier' as 99900%)

UB1 - Cutie Mark Vault(Replace Bomb Shelter)
Starlight's Unique Building replace Bomb Shelter. Unlike Bomb Shelter, Cutie Mark Vault can be built at the start of the game with higher cost, and it can't be purchased with gold. Cutie Mark Vault provides 8 Happiness and 1 free Social Policy when constructed, but it will permanently decrease 100% of Culture yield of the city it is built in. It cannot provide more Happiness than there are Citizens in the city. Cutie Mark Vault has no maintenance cost, so player can't sold this building for avoid penalty or build it again.
(Of course it has original function of Bomb Shelter)

UB2 - Indoctrination Room(Replace National Intelligence Agency)
Starlight's Unique National Wonder replace Intelligence Agency. Unlike Intelligence Agency, Indoctrination Room needs heavier production cost, and does not levels up spies. But it provides 2 additional spies and 1 free Social Policy. Starlight doesn't need to have Police Stations in all cities to build it. Indoctrination Room just needs a Cutie Mark Vault in the city where it will build in. Once Indoctrination Room is constructed, all cities get a free Police Station.
