Start up the level Wastewater. When you reach the timed gate midway through the level, tilt the game left while the gate timer counts down, as soon as the gate starts to open, swing the game to the right in order to propel the water off the gate while it is at an angle (creating a makeshift ramp). You want to make sure the majority of your fluid lands in the upper path, rather than the lower and the achievement will unlock. No need to even finish the level.
