This is classed as police department but has no police cars and very little effect on crime. it main purpose is to provide jobs

Well, usually because of the police won't call the military for help unless the situation is really bad.

Given the size of the base It would look to be an army reserve, not big enough and lacks proper equipment to be full military facility. A full barracks might be nice.
