Report a translation problem
I thought I had followed your guide to the T, but trying to scroll it in the Steam Overlay with the game on in the background, I had skipped a small portion. I didn't see a connection between completing the piecing of the wall puzzle and the duct hotspot appearing, but sure enough, when the former one was done Lara logically proceeded to finding the duct at the edge of the darkness and light. It had made no sense to me beforehand, but it does now. :)

For me, it sounds more like you forgot a small part than it being a bug.
It's a pity they never got around to fixing the numerous bugs in their game. The previous chapter felt like a bit of a slog, but when I decided to give it another go and made it into the basement (using your walkthrough, thanks!), the plot started feeling more interesting again and I still would like to finish the story.
I have placed the shadow, though, and I used the walkthrough as reference on how to do it and then the character said the shadow is now placed correctly "just like in the picture". And still no hotspot.
Now, I figured if I loaded an earlier game state and did things in a slightly different order few times, then maybe the bug would not occur? But I don't really feel like spending lots of extra time with trial and error in a situation where I've followed valid directions and am still unable to progress.
