1) Offer all your recources except your pure hard gold and cities to them for all their gold.
2) Declare war.
3) You get all their money, and all your recources back. YFW:

4) Send in your army and take their cities, as they become poor and sad.

You can only get flat gold from a "friend", and attacking a friendly civ gives you a HEAVY unerasable penalty from every other civ in the game (even those who weren't present to witness the betrayal at the moment).
