Characters from Pokemon Diamond / Pearl / Platinum (DS), it was the 4th gen. The shown characters are the female trainer in her Platinum costume, along with the three starters as masks. Each of the three pokemon characters have a piece of gear she normally has herself, the hat (worn by Piplup), the bag (worn by Turtwig) and the Pokegear (worn by Chimchar).

I guess I don't know enough about modern Pokemon to understand this.
