They're fixed, yes. The one unreacheable you talk about needs to be accessed from the top. There's an entrance on the opposite side of the block.

so they are fixed, not random?
there is one, for which i cant find a way to get there. i should see the guide

And if it's a blueprint just look for oddly placed headlights on the map when you zoom in all the way

@TG300, those would be the same points, collectable cars spawn in the same places as blueprint trucks.

Would've been helpful if the cars on the map were set to a different colour from the blueprints.
