So I have seen a bit of players who are having the same issue regarding the side quest "Photographs"
The issue is that after you go and find all 3 locations and head back to the "Resistance Camp" you need to talk to the girl who gave you the quest but she will only accept the "Desert Photo" and the quest does not move on because you need to hand her all 3.
She will only repeat the same dialog over and over.

Turns out the issue is because of a bug that doesn't remove the photos from your inventory which in returns makes you hand her the same image over and over resulting in the quest being in a kind of loop.

I have read a few methods that others have either used or have tried. There is a method using "Cheat Engine" to remove the photo's manually after you hand over the desert photo, you then repeat this same action for each photo until you complete all the dialog and the quest completes.
Someone uninstalled and reinstalled the whole game and that works too.

For some reason I did not read anything about simply "Verifying the Integrity" of the games files...
So I did just that and it worked perfectly fine. No jumping around with "Cheat Engine" nor waiting for the game to uninstall and then reinstalling it.

Note: Some people have just skipped the quest on the 1st play through and was able to complete on the 2nd play through. However this did not work for all the people who have tried.

Again, just simply "Verify the Integrity" of your games file's via steam and it should fix the bug!
