Intro
First, off this is my first steam guide so please be kind. My main motivation for creating this guide is because this quest was so annoying to complete and I was unable to find a place where all the information was located in a single location.
Guide
This is a rough outline of what you need to do to complete this quest:

Make sure you can talk to the Arkadians by collecting the fragments. There are many guides on collecting them so I am not going to rehash it here.

Now go to: 21.8, 0.5 and activate the object there.
Now go to: -36.4, -15.5 get the artifact you need
Go back to 21.8, 0.5 and activate it again.
Return to the Chariot, the quest should now be complete.

Yea this should be more clear in game, i was trying to talk to the ppl speaking binary and was confused.
