I understand that, I was wondering what the scene designers were trying to convey with this effect.

lighttwo, it is supposed to look like the larger portion of the screen. I used an NTSC shader preset...and it allowed you to do split screen stuff like shader and no shader. The dithering you see on the right portion of the image is what it looks like without a 2 phase composite signal.
