Refill oxygen in the divebell!

Issues:

You may get desyncs if you have different configs between people. This means your oxygen will appear different and can be very bad. To prevent this please all have the same config before going down to the old world, you are only making a problem with yourself trying to cheat. If you want to change it mid-game please all step out the divebell and all change it before stepping in.

Configs:

Oxygen refill rate - Float / Number
Oxygen refill limit rate (Refills to this amount only) - Float / Number
Divebell has to be closed to refill oxygen - Bool / True or False
