[1.8] Promoting Atheism | 推行无神论

Two decisions have been added: Promote Atheism and Stop promoting Atheism.

The Promote Atheism decision requires Devout not to be in the government, not to be the leader of Religious Convocation, there is a [Total Separation] law, no modifier [Stop promoting Atheism], then the state religion is changed to atheism.

The Stop promoting Atheism decision requires a [Total Separation] law, no modifier [Anti-Religious Policies], then the state religion is changed to previous state religion.

From [State Atheism] law to [Total Separation] law and no longer directly restoring the state religion to its original, it is necessary to execute the Stop promoting Atheism decision.

When the state religion is Atheism, devout still receive support from followers of the previous state religion.

Added the Banning Devout under the Atheist state religion, and activated it through game rules.

增加了两个决议：推行无神论和停止推行无神论。
推行无神论决议要求虔信者不在政府，不是宗教大会的领袖，有[完全分离]法律，没有[停止推行无神论]修正，将国教变为无神论。
停止推行无神论决议要求有[完全分离]法律，没有[反宗教政策]修正，将国教恢复为原本的国教。
从[国家无神论]法律到[完全分离]法律不再直接将国教恢复为原本的宗教，需要推行无神论决议。
国教为无神论时，虔信者仍然受之前国教的教徒支持。

增加了无神论国教下取缔虔信者IG，通过游戏规则开启。
