idrk but in some custom levels rebel's ragdolls are messed up:missing:

Quiver I can say, it makes some sense if the rebels were able to find the equipment in a military base, that now is used by the combine. And they raided it. Does that make sense..?

This doesen't make sense realisticly in the half life universe, as the whole military got defeated and the equipment of the military erased.
