This game is a terrible port and requires some dumb workarounds.

NVIDIA:
In your NVIDIA Control Panel add the game and change "Vertical sync" to "On"
If your monitor is 60Hz you should be done. Otherwise, go to
"Display" - "Change Resolution", select the monitor you play the game on, and change the refresh rate to 60Hz.
Remember to change it back to normal when you're finished with the game.

AMD:
In your AMD Software/Adrenaline turn on "Wait for Vertical Refresh Rate" for this game only.
If your monitor display is higher than 60Hz, change the refresh rate to 60Hz. Remember to change it back to normal when you're finished with the game.
If your monitor is 60Hz you should be done. Otherwise, go to
"Display" - "Change Resolution", select the monitor you play the game on, and change the refresh rate to 60Hz.
