No More View Punch

A simple weapon script to remove the view punch on all weapons.

If ya don't know what that is, when you fire your weapon the screen moves up to simulate recoil.

or another way to explain it would be to say ya know how in ULTRAKILL your screen doesn't move when shooting. Ya I added that to l4d2 :3

This script also has the reload speed values from faster CSS weapons reload as I consider that to be more of a fix myself if theres a demand for it I'll remove it (doubtful)
