Removed Camera Flash

This add-on overrides the Default Garry's Mod camera and removes the part of code that applies a flash effect on the world.
Thus reducing lag and making it safer for people with photo-sensitivities.

Just hit subscribe and the fix is instantly applied.

This add-on is obviously incompatible with anything else that modifies the gmod_camera SWEP due to
Garry's Mod not support multiple file overrides.
If you experience the following:
- This add-on not removing flashes it means some other incompatible add-on is overriding the behavior of this one.
- Other add-ons that modify the camera not functioning properly (This add-on or others are intefering)
