Simple mod that adds numeroi to WRE. You will be able to recruit them from tier 3 infantry barracks, same as ERE.
All of this will compesate for WRE not having an equivalent to armored eastern legio, and will give you access to a very strong vanilla infantry unit a little bit earlier than herculiani seniores.
Want a lore friendly explanation? Since you, as WRE are not going to fall, it is only natural to reconquer the East, assimilating the innnovations that ERE adopted.
