So yes, you're absolutely correct. But it just doesn't seem fitting to start the DLC straight from Act 2
The flashbacks/hallucination that can occur also only show what quests you have done, it doesn’t show anything from sidequests/main quest that hasn’t been completed.
They put the starting point in act 2 area for a reason, and accounted for whether the player has actually finished the game or not.
